📜 The Freedom to Vote Act

SECTION 1. SHORT TITLE
This Act may be cited as the Freedom to Vote Act.

SECTION 2. PURPOSE
To ensure that every eligible citizen has access to free government-issued identification required to vote, and to protect voting rights against restrictive legislation such as the SAVE Act.

SECTION 3. FREE PASSPORT ACCESS PROGRAM
(a) Eligibility — Any U.S. citizen applying for a new or renewed state-issued driver’s license or non-driver identification card shall be eligible to receive a U.S. passport card or book at no cost.
(b) Streamlined Application — State ID offices shall offer the option to apply for a free passport simultaneously with state ID applications or renewals.
(c) Funding —

  • (1) The U.S. Department of State shall receive federal appropriations to cover the full cost of passport production and issuance under this program.

  • (2) No fees shall be charged to individuals for participating in this program.
    (d) Implementation Deadline — All states must implement this program within 12 months of the enactment of this law.
    (e) Privacy Protections — Personal data collected through this program shall not be shared with immigration enforcement or any agency unrelated to voting or passport processing.

SECTION 4. VOTER PROTECTION CLAUSE
(a) A valid U.S. passport shall be accepted as proof of identity for all voting purposes in all states.
(b) No eligible citizen shall be denied the right to vote due to name discrepancies caused by marriage, divorce, or other legal name changes when a valid government-issued ID or passport is presented.
(c) States that impose voter ID requirements must provide accessible options—like this free passport program—for voters to obtain compliant identification without cost.

SECTION 5. ENFORCEMENT
The U.S. Department of Justice shall have oversight authority to enforce this Act and investigate violations that obstruct or deny access to voting.
